How can we build and embed the full toolkit + practices to get teams up and running even before day one.
What is the situation that has led you to ask this question?
Each client engagement tends to have a technology and social startup time for both the entire team and for each new recruit. This is for getting source code repositories configured, for the team to internalize the SCM practices used on this project. Installation of the IDEs and plugins. Coding standard internalization. Build system build and configuration. Testing framework embedding, etc. etc.
For a fixed problem domain this should be streamline-able.
